La educación para el Trabajo y el desarrollo humano.
Surge en Colombia como una propuesta en el proceso de transformación productiva del país en las dos últimas décadas.
Es por esto, que el gobierno nacional en su política de ampliar la oferta educativa de formación propone por medio del documento CONPES 2945 se plantea la necesidad de conformar un sistema nacional de formación para el Trabajo que en cabeza del ministerio de educación nacional lidera el Servicio nacional de aprendizaje, en el que se incluye la acreditación de instituciones y programas, dando importancia a establecer estándares de calidad. Por lo tanto, el SENA estableció estrategias con las cuales consolidó las mesas sectoriales a nivel nacional, instituyó las competencias, diseñó las normas sectoriales de competencias laborales que son los estándares para la formación técnica en el país, este proceso se llevó a cabo hasta en el año 2004 que por medio del documento CONPES 81 el ministerio del Trabajo (denominado en ese tiempo ministerio de la protección social) en convenio con el ministerio de educación con el fin de establecer una herramienta para la acreditación de las instituciones.
La política del ministerio de educación nacional
Continua en su afán de instaurar estándares de calidad en la formación para el Trabajo, por lo cual en el año 2006 se emite el decreto 2020 , en el que se organiza el sistema de calidad de formación para el trabajo quedando como política publica el seguimiento a dicho decreto por parte de las instituciones, que se comprometen a establecer convenios con empresas de los diferentes sectores productivos lo que facilitará la inserción laboral y aportará al crecimiento de la economía.
El decreto 1075 denominado decreto único de educación en Colombia, en el sexto apartado establece en consonancia con el decreto 4904.
Lo anteriormente dicho, evidencia la política pública del ministerio de educación nacional que consiste en fortalecer los estándares de calidad en la educación para el Trabajo y el desarrollo humano, gestando leyes en acuerdo con el ministerio de trabajo para formalizar la educación para el Trabajo y consolidar resultados. Es una ardua tarea que la descentralización del estado le ha restado incidencia en las regiones y que las entidades territoriales deben afianzar para dignificar la labor de las instituciones de educación para el trabajo que se han certificado y propenden por una formación de calidad.
